The Japanese Government Railways inherited various enclosed freight cars with a capacity of less than 10 tons through the acquisition of numerous privately operated railways. During the Taisho period, these cars were rebuilt and standardized as 10-ton-class freight cars, and they were designated as Wa1-type freight cars in the early Showa period.
After World War II, these freight cars were sold to private railway companies and remained actively in freight service for many years.
This model represents a vehicle featuring a steel-post frame, wooden horizontal panel construction, reinforcement members, and steel doors.
The prototype is based on vehicles operated by Arida Railway, Niigata Railway, and other railway companies.
