During the Showa period of JNR (Japanese National Railways), railroads played a significant role in cargo and mail transportation. At that time, mail and goods were transported in mail and baggage cars connected to passenger trains. As transportation volumes increased, dedicated freight trains began operating, and express freight trains were also run on major lines such as the Tōkaidō, Sanyō, and Tōhoku Main Lines.
A significant number of freight cars were converted from old-style passenger cars, and these formed varied freight trains consisting of steel postal cars, pallet-type freight cars, and mail cars.

Mani 36 was created by converting luxury passenger cars for cargo transport.
